I bought a new PS3 yesterday, formatted the HDD of my old one and put it inside of this new one. When I tried to update LBP2 (BCES 00850), it said no updates were available, despite knowing they weren't. Because Sony has delisted LBP2 from the PlayStation store, it seems that you also can no longer download game patches as well.

If you wait a bit the LBP2 "Special Edition" will be included with a move bundle. Not 100% sure what makes it a special edition, but I'm sure it will include some of the paid DLC and more than likely the Move add-on which is $10 otherwise.
I would say yes Its much more limited now but as someone who never actually went online when I was playing lbp2 I would say its worth it for the story and you can still create your own levels.
